Windows 8 users will no longer need a licensed product key for upgrading to the latest iteration of Windows 8.1, as Microsoft has recently rolled out the Windows Media Creation Tool, which allows users to create an ISO or bootable USB drive for installing Windows 8.1 Pro.
With due credit to folks at Redmond Pie, it is now possible to do a clean installation of Windows 8.1 rather than a direct upgrade that can cause stability and performance issues.

Steps to download Windows 8.1 Pro ISO legally without product key
Step 1: Download the Windows Media Creation Tool from Microsoft's Windows 8 installation media homepage and then click on Create media button to begin the download.
Step 2: Launch the downloaded .exe file and choose the appropriate language, Windows edition already installed, and the preferred Windows architecture (32-bit or 64-bit), before installing Windows 8.1 Pro.
Step 3: Now you can choose if you want to create an ISO file using the downloaded image or an USB bootable drive (only downloads necessary system files and ignores optional ones).
Step 4: Ensure that you backup the contents of your USB drive, before you go ahead and format it for creating a bootable drive for Windows 8.1 Pro.
Step 5: Wait until the download completes and then you are free to install Windows 8.1 Pro, just like you would install software from a DVD or any other installation disc. Note: The time taken for the download will depend on the speed of your internet connection.
